On the other hand, every State can obviously see the advantages and the risks connected with the development of information technologies and will make every effort to react adequately to a changed situation. The future development of plans and doctrines for information warfare may well lead to a significant increase in the number of countries in possession of an arsenal of information weapons and thus to the start of an arms race at a new technical level. The weapons control situation could ultimately return to the state of affairs characteristic of the cold war period.

9. Use of information technologies and means to the detriment of basic human rights and freedoms in the field of information

The individual’s interests in the field of information lie in the use of his or her right and freedom of access to information for the purposes of lawful activity or spiritual or intellectual development, in the maintenance of personal and family privacy, private correspondence and other electronic communications and in the protection of personal honour and dignity. < … >

At the same time, there is a danger of unlawful restrictions by the authorities on access by individuals to the open information resources provided by federal bodies, local authority bodies, archives or any other open, socially significant information. < … >

Es sind inzwischen über 500 Opfer in der Bundesrepublik Deutschland bekannt. Die Dunkelziffer liegt bei mehreren Millionen Betroffenen weltweit.
Die Schilderungen der Opfer über das hinterhältig ausgeklügelte Verbrechen erscheinen Außenstehenden schon unglaubwürdig. Das ist aber genau die Deckung, die die bestialischen Kriminellen brauchen.
Obwohl die kriminelle Anwendung der Strahlentechnologie seit über 25 Jahren von Opfer angezeigt wurden, muss man feststellen, dass dem Bundeskriminalamt, den Staatsanwaltschaften, der Polizei und den Gerichten bis zum heutigen Zeitpunkt “offiziell” keine Informationen über die illegale Anwendung der Strahlentechnologie und deren Missbrauch vorliegen.
Da das organisierte Verbrechen und die Geheimdienste über die modernsten Mittel und Geräte, inklusive Satteliten, für ihre Menschen verachtenden Handlungen verfügen, dürfte das auch erklären, warum Sicherheitsbehörden sich beharrlich weigern, Straftaten mittels Strahlenwaffen zu verfolgen und zu ahnden.  Sie schützen einfach die Geheimdienste und deren Praktiken. Strahlenmord als perfektes Verbrechen, ohne Spuren zu hinterlassen, ist eine Herausforderung für die Justizbehörden. Auch der angebliche Selbstmord eines so prominenten Opfers wie Reiner Barschel, ist mit diesen Waffen ohne angebliche “Fremdeinwirkung” erklärbar (siehe Mordanschlag des BND an eines unserer Opfer).
Unsere Bürger brauchen dringend ein Gesetz, das die illegale Anwendung von Strahlenwaffen für immer verbietet!!!
Im Ausland hingegen sind bereits entsprechende Gesetze vorhanden, die den Bürger schützen sollen (u.a. Waffengesetz von Russland, Waffengesetz von Michigan, US-Bundesstaat, gültig seit 2004, die nicht nur die Existenz dieser Technologie bescheinigen, sondern auch den Besitz, den Handel und die Anwendung dieser Waffen hart bestrafen).Vom Europäischen Parlament wurde schon 1999 gefordert: EU-Resolution,1999, (A4-0005/99). Das Europäische Parlament (Artikel 27) fordert vor allem ein internationales Übereinkommen über ein generelles Verbot jeglicher Entwicklung und Stationierung von Waffen, die jeder beliebigen Form der Manipulation des Menschen Tür und Tor öffnen könnten. Psychophysische Waffen sind seit 1945 intensiv durch die USA und der Sowjetunion entwickelt worden (Science Furer, S.461, 1944) und unterliegen der Geheimhaltung. Das ist der Grund, dass das Wissen um diese elektromagnetische Forschung in der Bevölkerung nicht vorhanden ist. Ein entsprechendes Gesetz, s.o., muss auch in Deutschland endlich in Kraft treten, damit der Bürger gegen den Missbrauch psychophysischer Waffen durch ein Gesetz geschützt wird.
Der deutsche Petitionsausschuss hat eine Gesetzesinitiative nicht befürwortet (Schr. v. 07.09.2005 bzgl. Pet 1-14-06-7111).
